The No Surprises Act and Preemption of State Balance Billing Protections

In enacting the No Surprises Act (NSA), Congress recognized that many states already passed (or will pass) state-level protections against surprise medical bills. The NSA thus defers to some state laws, but in other areas will preempt the state law unless the state conforms to the federal standard.
